HERE ARE THE PROPOSALS OF ASSONIME TO THE GOVERNMENT

In detail, the proposals developed by a task force of experts and entrepreneurs proposes to limit liability for tax damage to the willful misconduct, eliminating gross negligence, to suppress or delimit the general case of the crime of abuse of office and make a decisive shift from ex ante controls to ex post controls, where it is possible to verify the result and impact of the administrative action.

PROPOSALS FOR THE PUBLIC ADMINISTRATION
The Assonime Task Force for the modernization of the Public Administration has raised the issue of improving efficiency for public infrastructures and contracts. The proposal in this area is divided into four points. The first is to immediately build a series of works, using the tool of the extraordinary Commissioner, for priority works by making available dedicated common resources, to be spent within certain times. The second is the improvement of the functioning of the Cipe, through measures to make the timing of decisions more certain and quick. Assonime therefore proposes to temporarily remove, until December 31, 2021 or 2022, some restrictions of the Code of public contracts not foreseen by the European directives.
Last but not least is the theme of the Anac. The task force suggests rethinking the role of the Anti-corruption Authority "by completely eliminating the regulatory powers in the public contracts sector and the related ex ante control functions and, conversely, strengthening the system support tasks and ex post controls" .
