Here's what the government will do to keep the auto sector from slowing down

The auto sector is in trouble, but the government has not yet worked out a support plan. Giorgetti's proposals on purchase incentives and support for the electricity transition do not convince the Treasury. All the details and indiscretions of Energia Oltre

Debate and tensions in the government over the plan to support the auto sector.

Yesterday the Minister of Economy, Daniele Franco, and that of Economic Development, Giancarlo Giorgetti, attended a government meeting dedicated to the automotive industry. The sector is in difficulty, as evidenced by the registration numbers of January 2022 , about 20 percent less than in the same month of 2021.

The industrial associations (Federmeccanica, Anfia) and trade unions (Fim-Cisl, Fiom-Cgil, Uilm-Uil) have long asked the Draghi government to develop a support plan for the sector, which is still lacking today.

THE NEXT STEP

Il Sole 24 Ore writes that next week another meeting similar to yesterday's one could be held which, possibly, could allow the measures for the auto sector to be brought to the Council of Ministers, making them part of the energy decree. However, the reconstruction does not convince Repubblica , according to which the "framework" for the automotive industry will be defined later, "by the end of February".

THE MISE (GIORGETTI) PLAN FOR THE CAR SECTOR

The ministry of economic development and the ministry of economy and finance, among other things, do not agree on the measures to be taken.

Giorgetti's department proposes a package of incentives for the purchase of low-emission vehicles: the initial proposal did not enter the budget law; the current one is enhanced with a further € 400-450 million and is expected to remain in force for three years.

The hypothesis, reports Il Sole 24 Ore , is precisely that of “a multi-year intervention, with just over 1 billion a year, for three bands”, with or without scrapping. The first band includes pure electric cars, battery-powered , up to 35 thousand euros in the list. In the second, hybrids and in the third, low-emission vehicles, including petrol or diesel, up to 135 grams of CO2 per kilometer traveled.

THE DOUBTS OF THE MEF (FRANCO)

The most controversial point of Giorgetti's proposal is precisely that relating to the inclusion of thermal engine vehicles in the set of those that could access the incentives, due to the political opposition of the 5 Star Movement.

Beyond the financial and hedging assessments, moreover, Franco's MEF thinks that the incentives may not have beneficial effects on the Italian automotive supply chain, on the contrary favoring foreign manufacturers.

According to the news agency Energia Oltre , the ministry does not seem to like the idea of new incentives for electric cars. "Already in December, on the other hand, the Mef rejected new economic aid for the sector".

THE POSITION OF MIMS (GIOVANNINI)

The Ministry of Infrastructure and Sustainable Mobility, led by Enrico Giovannini, had shown itself in favor of purchase incentives, limited, however, to electric vehicles only. However, writes Repubblica , it seems that the minister – also present at the meeting with Giorgetti and Franco – has "accepted the hypothesis of an enlargement" also to some types of petrol / diesel cars.

SUPPORT FOR RECONVERSION

In addition to support for the purchase, Giorgetti would like to offer car companies an aid package – around one billion euros, it seems – to facilitate their conversion to electricity. Package that would reduce the economic impact of the investments that homes will have to make in the coming years to equip themselves with new technologies and adapt to the context of sustainable mobility indicated by the European Commission: Brussels has proposed a ban on the sale of new motor cars from 2035 thermal.

WHAT THE MITE THINK (CINGOLANI)

Roberto Cingolani, head of the Ministry of Ecological Transition, did not participate in the government meeting, but he is in favor of expanding the purchase incentives beyond electric vehicles.

In the past he had in fact said that "we must take care of those who still could not switch to the electric car, and we must help him switch to a much more ecological vehicle than the old Euro 0 or Euro I. Already a switch to a new Euro VI car, which pollutes less, at this moment gives a very strong impetus to decarbonisation ”.
